MAY CONTAIN SPOILERS!!!
It seemed like a throw-away line to clean up the aftermath of the Winter Soldier and Project Insight, but Victoria Hand told us toward the end of Marvel’s Agents of S.H.I.E.L.D. episode “Turn, Turn, Turn” that the domestic Hydra threat had been neutralized. However, there were still 2 international bases, one in East Africa, and the other just called the “Treehouse”, that were under Hydra control.
The Hand was tasked with sorting these bases out as she and Coulson were possibly the highest ranking S.H.I.E.L.D. agents not dead or Hydra. These lines jumped out to me when I was watching the episode because these outposts seemed to correspond with what we have seen in some of the early dispatches from Avengers 2 set spies in South Africa, Europe, and South Korea.
I think East Africa is a post outside of Wakanda. I have nothing more to back this up other than the base being in East Africa and the fictional description of Wakanda being an African nation located in Northeastern Africa. Some sources even place Wakanda directly in East Africa, just north of Tanzania.
Other evidence suggests that Ultron will be made out of Wakandan steel, or in other words, Vibranium. We already know that Cap’s shield is made of this material based on what Howard Stark tells Steve Rogers in the First Avenger. Marvel has yet to directly acknowledge Wakanda or the Black Panther, but the evidence is mounting that T’Challa will be part of the MCU.
I am less certain about the Treehouse. We saw filming being done in Italy that took the place of a slavic nation for the film, but I think, most likely, that the Treehouse will be a CGI invention. Possibly an old castle with a high spire where Baron Von Strucker has been holding the Wanda and Pietro. There is a suggestion that BVS may have already taken over this outpost based on the end credits tag from the Winter Soldier.
